Captain Samuel de Castro is a native of Buffalo, New York, a graduate of the Nichols School, Deerfield Academy, and a 1996 graduate of the U.S. Naval Academy. He holds two master’s degrees, one in National Security Affairs from the Naval Post Graduate School and the other in Strategic Studies from The Naval War College.
His initial sea tour was in USS RAMAGE (DDG 61), where he served as communications officer and training officer. His second tour was aboard USS PETERSON (DD 969), where he served as auxiliaries officer and assistant engineer. During his department head tours, he served as weapons control officer and combat systems officer aboard USS MAHAN (DDG 72). He was executive officer aboard USS THE SULLIVANS (DDG 68) and deployed to the Mediterranean in support of Operation Atlantic Sentry. He then commanded USS THE SULLIVANS (DDG 68), deploying independently to the Persian Gulf in support of the Ballistic Missile Defense mission.
CAPT de Castro’s tours ashore include Chemical Biological Radiological and Nuclear Defense Action Officer and Requirements Officer on the staff of Deputy Chief of Naval Operations (N86) and Branch Chief for Battle Management Aids, as well as the U.S. Representative to NATO’s Air Defense Committee Panel on Air Defense (PAD) at the Joint Integrated Air and Missile Defense Organization (JIAMDO) on the Joint Staff. While attached to N86, he individually augmented the U.S. Army’s First Division (Big Red One) in Afghanistan, which included a year at the Afghanistan Counter Insurgency Academy in Darulaman, Afghanistan. He served as deputy director and director of current operations (N33) at U.S. Sixth Fleet, and as executive assistant to Commander, U.S. SIXTH Fleet and Commander, Striking Forces NATO.
de Castro’s awards include the Legion Of Merit, Defense Meritorious Service Medal; Meritorious Service Medal (3); Navy Commendation Medal (4); Army Commendation Medal; Navy Achievement Medal (2), Army Achievement Medal and various unit and service awards.
Captain de Castro is married to the former Jill Silver, from Southborough, Massachusetts, a Family Nurse Practitioner. They have three children: Benjamin (Ben, 17), Julianne (Annie, 15) and Elliot (8).
