Raised in Williston, North Dakota, Captain Rockstad entered the Navy as a Midshipman at the United States Naval Academy where he was commissioned following graduation in 1996 with a Bachelor of Science degree in history. Additionally, he earned Master of Arts degrees in organizational management from the George Washington University and in national security and strategic studies from the United States Naval War College. He reported to Commander, Logistics Group Western Pacific/Commander, Task Force SEVEN THREE in Singapore in July 2021.
 
His operational assignments include duties as Communications Officer and Strike Warfare Officer in USS Antietam (CG 54), as Fire Control Officer in USS Gary (FFG 51), as Auxiliaries and Electrical Officer and Navigator in USS Thach (FFG 43), as Weapons Officer and Combat Systems Officer in USS Howard (DDG 83), as Executive Officer and Commanding Officer in USS Dewey (DDG 105), and as Surface Operations Officer and Operations Officer/N3 on Carrier Strike Group TWELVE (embarked in USS Theodore Roosevelt and in USS Abraham Lincoln).
 
Ashore, he has served as a cruise missile instructor at Fleet Combat Training Center Pacific, as the Atlantic Fleet cruiser/destroyer Placement Officer at Navy Personnel Command, as an Action Officer for ballistic missile defense in the Operations Directorate/J3 on the Joint Staff, and as head of the Policies and Programs branch on the International Military Staff at NATO Headquarters, Brussels, Belgium. Prior to assuming duties as Chief of Staff, CAPT Rockstad served briefly as the Operations Officer/N3, then as the Deputy Chief of Staff.
